HOREB’S CORNERS GENERAL DEVELOPMENT PLAN

The General Development Plan for Horeb’s Corners contains information relevant to the development plan for the 134-acre parcel of land commonly known as the Van Camp Property, located on the east side of the Village of Mount Horeb. The plan contains approximately 250 residential units, a 50-acre corporate park, a proposed nine-hole extension to the existing Norsk Golf Bowl facility, a Mainstreet type Mixed-Use Commercial area, two sites for civic uses and a variety of open spaces. The General Development Plan includes several maps illustrating such things as the layout of streets, lots and open/recreational spaces. Also included are Urban Standards Diagrams illustrating where buildings should be located on the lots. Community By Design, Inc. has included thoroughfare standards to illustrate the street designs proposed for Horeb’s Corners. A major component to understanding the plans for Horeb’s Corners is the Zoning text, which helps understand the character of this development on a lot-by-lot basis. Community By Design, Inc. also performed a fiscal impact analysis for this development using an adaptation of the model produced specifically for the Village of Mount Horeb by Dane County’s Department of Planning and Development. Lastly, the General Development Plan for Horeb’s Corners contains the general standards for landscape treatments and an outline for the intended organizational structure of a property owner’s association and the provision of common services.

The General Development Plan for Horeb’s Corners is likely more comprehensive than a typical General Development Plan in the Village of Mount Horeb and was intended to be as such. Community By Design, Inc. feels that the relative “newness” of the concepts of the New Urbanism and Traditional Neighborhood Development in most communities warrants, if not requires, that more information and more standards be provided in order to establish a solid base from which a successful Traditional Neighborhood Development can be created.

According to the Congress for the New Urbanism and the New Urban News, there are currently more than 213 Traditional Neighborhood Development projects under construction in the United States. Undoubtedly, several hundred more are now in the planning process. Wisconsin currently has three Traditional Neighborhood Development projects under construction: Beer Line B in Milwaukee, Middleton Hills in Middleton and Midtown Commons in Madison, and has several others in the planning process. The Village of Mount Horeb now has an opportunity to have a Traditional Neighborhood Development of your own.
